Facing limitations and shortcomings in bidding work discovered through inspection, audit, inspection, supervision and petition settlement of agencies and units in the health sector at the central and local level, The Ministry of Health has issued Directive No. 20/CT-BYT dated October 1, 2020 on strengthening bidding to ensure competition, openness, transparency and efficiency in the health sector.
Directive No. 20/CT-BYT gives guideline for below:
- Contractor selection planning;
- Prepare, issue Bidding Invitation Documents/ Request for Proposals;
- Evaluation of Bids/ Proposals;
- Appraisal of the content in bidding;
- Conducting online bidding, posting information during the contractor selection process;
- Manage the contract performance with the winning contractor; handling situations, handling petitions, and handling violations in bidding.
About conducting online bidding, posting information during the contractor selection process,
in 2020, select online contractors for all (100%) bidding packages applying wide bidding, competitive offers in the field of goods, non-consulting services and consulting services with a bidding package price of not more than VND 5 billion and in the construction and installation sector with a bidding package price not exceeding VND 10 billion, except for bidding packages where the online selection of contractors cannot be organized or specific bidding packages;
From 2021 to 2025, online bidding roadmap is regulated in the provisions of Clauses 2 and 3, Article 29 of the Circular No. 11/2019/TT-BKHDT dated December 16, 2019 of the Ministry of Planning and Investment.
Result of contractor selection for medical equipment package: Agencies and units are responsible for reporting result of contractor selection in accordance with Article 5 of Circular 14/2020 / TT-BYT; posted publicly, fully, accurately and on time on the website of the Ministry of Health (address: https://moh.gov.vn, section on Financial disclosure, bidding results).
