A more integrated regulatory system for healthcare

Singapore regularly reviews its healthcare regulatory framework to keep pace with evolving healthcare delivery models, advances in medical technology and changing population needs. Following its latest review, MOH will progressively transfer healthcare regulatory and enforcement functions to HSA.
 

Phase 1 – Health Regulation Group

By the end of 2026, the manpower and functions of MOH’s Health Regulation Group will move to HSA. These include administration, licensing, inspections, audits and enforcement functions related to MOH Acts.
 

Phase 2 – Secretariat of healthcare Professional Boards

By the end of 2027, the manpower and functions of the Secretariat of healthcare Professional Boards will move to HSA. These functions include the review and development of policies, guidelines and processes supporting the operations and mandates of the Professional Boards and Councils responsible for regulating the respective healthcare professions.
 

Development of an integrated regulatory hub

The transfer will bring together the regulation of healthcare services and products, health information, and secretariat support functions for health professional regulation under an integrated regulatory hub. Over time, HSA is expected to strengthen integration and coordination across the different regulatory frameworks and redesign its regulatory processes.

For stakeholders, the key immediate change is the agency responsible for these regulatory functions. HSA has stated that no immediate action is required from stakeholders as a result of the announcement.

The restructuring represents a significant organisational development in Singapore’s healthcare regulatory framework. Consolidating healthcare regulatory functions within HSA is intended to improve coordination across different regulatory areas and support increasingly cross-cutting issues in the healthcare landscape.
